Short answer: the best fractional-share broker is the one whose legal form, eligible securities, execution, rights, costs and exit path fit the exact account. A small minimum does not prove direct registration, transferable shares or low total cost.
Start with the legal form of the fractional interest
A fractional position is less than one whole stock or ETF share, but its contractual treatment is broker specific. Identify the legal entity, account agreement, whether the firm holds or aggregates the fraction, who is recorded on the issuer register and what claim appears on your statement. Execution batching order types and hours
Some firms execute a fractional order in real time while others aggregate customer orders into whole-share transactions. Check supported order types, regular or extended hours, price formation, principal or agency capacity, partial fills and cancellation. A limit order controls the worst accepted price but does not guarantee execution.
Voting dividends and corporate actions
Do not infer whole-share rights. Confirm proportional dividends, proxy voting or aggregation, elections in corporate actions, treatment of splits and mergers, dividend reinvestment and cash in lieu. The broker agreement and current event notice control each outcome.
Transfer exit cash in lieu and tax records
FINRA describes limited transferability as a general risk, but the firm-specific rule must come from the broker. Check whole-share and fraction handling separately, transfer-out fees, residual sweeps, sale timing, tax lots and cost-basis records. A forced sale can create tax and market-timing consequences.
Recurring plans and ETF use
Recurring plans can invest more of each deposit but may use scheduled execution, automatic FX or a restricted list. Trading 212 states that Pie orders use the account primary currency, do not support multi-currency operation and are unavailable in extended or 24/5 sessions. Treat that as dated product evidence rather than a global rule.
Calculate the complete cost

Diversification and concentration
Fractions can help distribute a small contribution across several securities, but they do not make a concentrated stock portfolio diversified. Define asset allocation first, then use fractional execution as an implementation tool. More frequent taps in an app can also encourage overtrading.
Custody lending and investor protection

FAQ
Are fractional shares real shares?
They can represent a contractual fractional interest in a real whole-share position, but the recordkeeping, holder rights and execution model depend on the broker agreement.
Can fractional shares transfer in kind?
Do not assume so. Check the sending and receiving broker. Robinhood Financial currently says its fractions are not transferable and are sold in a full ACATS transfer.
Do fractional holders receive votes and dividends?
Dividends and voting can be proportional, aggregated or unavailable under firm-specific terms. Check both the agreement and the corporate-action notice.
Are fractions always cheaper for small investors?
